Poverty is a choice. God is not responsible for poverty among His people, in fact His first words to humanity were words of blessing – be fruitful, be in charge, have no lack! God considers poverty an unnecessary thing among you, however, there would probably be some that will be poor all their lives by their acts of omission or commission.
